Wall Street Week Ahead: Stock bulls eye Spain, Bernanke and jobs

NEW YORK (Reuters) - Wall Street will open October with a busy week, highlighted by low expectations for global manufacturing data and the U.S. jobs report, but that could set the stage for positive surprises that help lift the market.

The S&P 500 <.inx><.spx> finished its third positive quarter in the last four on Friday, despite suffering its largest weekly percentage decline since June. For the past three months, the S&P 500 gained 5.9 percent - its best third quarter since 2010. In contrast, the index was down 1.3 percent for the week.

The benchmark S&P 500 earlier this month reached its highest level since late 2007. Yet uncertainty remains over whether stocks can hold their gains against the headwinds of a struggling economy. That explains, in part, the retreat over the last several days.

The S&P 500 hit a high of 1,474.51 in mid-September before pulling back by a bit more than 2 percent. A run at 1,500 seems possible, but the flurry of economic and world events ahead probably will prevent a major advance in the coming week.

Bulls are betting this week's Spanish budget proposals will be a preamble to a bailout request by Mariano Rajoy's government. The move would be seen as a first step to get the finances of the euro zone's fourth-largest economy in order and would clear some of the market uncertainty regarding the euro zone crisis.

Monetary policy is also on the list of market catalysts next week. Federal Reserve Chairman Ben Bernanke is scheduled to speak on Monday and the minutes of the latest FOMC meeting are set for release later in the week. The week's agenda includes meetings of the European Central Bank, the Bank of England and the Bank of Japan.

"I think we could see a rebound next week if we get some of the stars aligning and have Spain ask for a bailout, the ECB announcing favorable terms for that bailout, and if we see the Bank of Japan announce further monetary intervention," said Brian Jacobsen, chief portfolio strategist at Wells Fargo Funds Management in Menomonee Falls, Wisconsin.

"If Spain and the ECB don't deliver, we could set ourselves up for a further lateral move in the markets. A negative would be if Rajoy flat-out denies that they need a bailout."

The ECB and BOJ are set to meet on Thursday, with the Bank of Japan's meeting extending until Friday.

FACTORIES, JOBS AND THE DEBATES

Chinese factory and business conditions data will kick off a numbers-heavy calendar for markets. Manufacturing PMI, due on Monday, is expected to show a second straight month of contraction.

A snapshot of U.S. manufacturing activity will be provided on Monday when the Institute for Supply Management releases its September index. The September ISM reading is expected to show another month of contraction, but at a slightly slower pace than in August. On Wednesday, the ISM will release its U.S. services-sector Purchasing Managers' Index, which could show a slight deceleration in the pace of growth in the non-manufacturing sector.

"We have Chinese economic data over the weekend, and we'll see how markets react on Monday," said Wasif Latif, vice president of equity investments at San Antonio, Texas-based USAA Investment Management.

"It seems like the market is bracing for bad numbers, meaning if they're not as bad, it could be market-positive," Latif said.

Non-farm payrolls for September, due on Friday, are seen up 115,000, while the U.S. unemployment rate is seen ticking up 0.1 percent from August to 8.2 percent in September.

The jobs data will come on the heels of the first of three U.S. presidential debates, scheduled for Wednesday night. Recent poll numbers point to a strengthening lead by President Barack Obama, but a weak payrolls reading could give some hope to Republican challenger Mitt Romney.

"If Romney doesn't turn the ship with a very strong (debate)performance, the president is going to win," said Jack de Gan, chief investment officer at Harbor Advisory Corp in Portsmouth, New Hampshire.

He said the trend in the polls has taken away some of the market uncertainty regarding the presidential election. He added that an ECB- or Spain-related headline out of Europe on Thursday could overcome almost anything that would happen Wednesday night during the debate.

"I think the market is coming to terms with the fact the president is ahead, and unless something significant changes, (he) will prevail."

Tornado hits area dealing with flooding in Spain

MADRID (AP) ? A tornado has swept through a fair ground in a Spanish town, knocking down a Ferris wheel and injuring 35 people, while the death toll from flooding in the southern part of the country rose to eight.

Friday night's tornado damaged several rides and cut electricity in the temporary fair set up in the main square of Gandia, according to its town hall website. It says 15 of the injured were seriously hurt.

Local media report the fair was closed to the public at the time of a thunderstorm and that all the injured were fair workers.

Just inland from the coastal town, three more victims of Friday's flash floods were found overnight. They included a woman in the town of Lorca, which was badly damaged by an earthquake last year.

LOS ANGELES (AP) ? Arnold Schwarzenegger says his wife, Maria Shriver, was told to "snap out of it" by her mother for her attempts to persuade him against running for California governor in 2003, a conversation that ultimately opened the door to his successful candidacy.

Eunice Kennedy Shriver told her daughter that her husband would be "angry for the rest of his life" if she stopped his ambitions, Schwarzenegger writes in his new autobiography, "Total Recall: My Unbelievably True Life Story."

The former governor says in the book that he had decided against running to recall Gov. Gray Davis after his wife implored him not to for the sake of their family. Maria Shriver announced his decision to their four children.

But he writes that when Maria Shriver told her mother about her efforts to thwart Schwarzenegger's political ambitions, Eunice ? sister of President John F. Kennedy and Sens. Robert Kennedy and Ted Kennedy ? told her daughter that women in their family "always support the men when they want to do something." Schwarzenegger says he didn't know about the conversation at the time, but learned of it later.

Maria Shriver then softened her stance, paving the way for Schwarzenegger to announce his candidacy on "The Tonight Show with Jay Leno," where he says he felt most comfortable.

The announcement came after a week of wavering. Schwarzenegger says before he headed to the TV appearance, his wife handed him two pieces of paper with talking points she had written: one in case he decided to run, another in case he decided not to.

He writes that Shriver went on to become a key ally and adviser to his campaign and eventual governorship.

Schwarzenegger has often said that Maria's mother and her father, Sargent Shriver, were essential to his eventual decision to seek public office, and the most "extraordinary human beings I've ever met." But he also writes in the book that he often teased his wife that the close-knit Democratic Kennedy clan was "like a bunch of clones" because there was such conformity among them.

A spokesman for Maria Shriver, Matthew DiGirolamo, declined to comment on the contents of the book. Eunice Shriver died in 2009.

"Total Recall" will officially be published next week. The Associated Press purchased an early copy.

Schwarzenegger also writes he had a "hot affair" with actress Brigitte Nielsen at a time he and Maria Shriver were dating and already living together.

Schwarzenegger and Nielsen co-starred in the 1985 film "Red Sonja." Nielsen wrote in a memoir published last year that she and Schwarzenegger had an "outrageous affair" while making the movie and that she didn't know until later that he was involved with Shriver.

In "Total Recall," Schwarzenegger writes that he knew the fling with Nielsen wouldn't last and in fact it only made him realize that he wanted to marry Shriver.

The book is part of an effort by the onetime "Mr. Universe" and Hollywood action star to rebrand himself after leaving office with a mixed record and subsequent embarrassing revelations about a fling he had with the family's housekeeper. Schwarzenegger, who fathered a son with the housekeeper, says he also let the boy down.

Schwarzenegger, 65, said he avoided telling his wife for years about the boy, who is now a teenager, even when Shriver asked him, partly because of his longtime penchant for secrecy, and his fear that the news would become public and undermine his political career. He told his wife in January 2011, when she confronted him the day after he left office.

In an interview with "60 Minutes" scheduled to air Sunday, Schwarzenegger said having sex with his housekeeper was "the stupidest thing" he ever did to his now-estranged wife and caused great pain to her and their four children. CBS aired excerpts of the interview Friday.

"I think it was the stupidest thing I've done in the whole relationship. It was terrible. I inflicted tremendous pain on Maria and unbelievable pain on the kids," Schwarzenegger tells "60 Minutes."

Shriver filed for divorce in July.

In his book, the usually ebullient Schwarzenegger admits to some loneliness, even though he packed his schedule with speeches, projects and movie-making after Shriver and the children moved out of the house. He said his career had been fun for 30 years because he shared it with Maria.

They had done everything together, he writes.

The former GOP governor also writes about a 2003 White House meeting with Karl Rove in which the top GOP strategist told him the recall would not happen and instead introduced the actor to then-national security adviser Condoleezza Rice as his pick to run for California governor in 2006.

Schwarzenegger felt snubbed.

He asks, "How could Rove have been so wrong?"

Rove's office said he was traveling Friday and could not be reached for comment.

Rice's chief of staff at Stanford University, Georgia Godfrey, said Rice cannot recall "any conversation on this subject."

"She has stated many times in the past that she has no desire to run for public office and those sentiments have still not changed," Godfrey said in a statement emailed to the AP.

Sprott-Shaw College shutting down Maple Ridge campus

After more than five years at the corner of Lougheed Highway and 203rd Street, Sprott-Shaw College is closing the doors of its Maple Ridge campus.

The privately-owned college with more than 15 locations across B.C. is one of the only post-secondary options for residents of Maple Ridge and Pitt Meadows who want to study locally.

According to Sprott-Shaw College's website, the Maple Ridge Campus has "been around for a long time, but we're a well-kept secret."

Sprott-Shaw College did not return requests for interview, however staff at the Maple Ridge campus confirmed the school would be closing down as of Friday, Sept. 28.

With the closure of Sprott-Shaw College, the Maple Ridge-Pitt Meadows School District's private accredited post-secondary school, Ridge Meadows College, remains as one of the only local options for students studying past high school.

Douglas College previously operated a satellite campus based out of Thomas Haney secondary. However, its presence dwindled after the opening of the David Lam Campus in Coquitlam in the mid-1990s, eventually shutting close to 10 years ago.

Bruce Grady, district principal for Riverside Centre, which houses Ridge Meadows College, says the closure of Sprott-Shaw College opens new opportunities for Ridge Meadows College, the profits from which are used by the local school district to fund public education.

"With them leaving, we can look at offering courses," said Grady. "This may open up areas we've stayed away from in the past, because students were best served by Sprott-Shaw."

Ridge Meadows College offers certificate programs in early childhood education, dental reception, computer accounting, and office administration, as well as general interest courses.

Grady said prospective students should contact the college if there are programs they are interested in that aren't offered.

"If there's a program that people are interested in, we'll look at the demand and look at getting it ready for September," he said.

Grady said while there may be little in the way of local post-secondary options, elsewhere in the Fraser Valley there are many schools competing to attract local students.

"There's been tremendous post-secondary expansion in the Fraser Valley in the past decade," he notes.

University of the Fraser Valley, Kwantlen Polytechnic University, Trinity Western University, Simon Fraser University, and Douglas College each have campuses within 20 km of downtown Maple Ridge.

Sprott-Shaw College also has campuses in Abbotsford and Surrey.

U.S. actress sues anti-Islam filmmaker, YouTube in federal court

LOS ANGELES (Reuters) - An actress who said she was duped into appearing in an anti-Islam film that stoked violent protests across the Muslim world took her legal bid to federal court on Wednesday in a renewed effort to force it off YouTube.

The lawsuit filed by Cindy Lee Garcia names the popular online video site YouTube and its parent company Google Inc. as defendants, along with the Egyptian-American Coptic Christian from California believed to be behind the making of the film.

Last week, a Los Angeles Superior Court judge denied Garcia's request for a temporary restraining order that would have required YouTube to stop posting the crudely made 13-minute video, finding the actress was unlikely to prevail on the merits of her case in state court.

As in her previous lawsuit, Garcia accused the purported filmmaker of fraud, libel and unfair business practices. But her federal lawsuit also asserts a copyright claim to her performance in the video, titled "The Innocence of Muslims."

Garcia's case was the first known civil litigation stemming from the video, billed as a film trailer, which depicts the Prophet Mohammad as a fool and a sexual deviant. The clip sparked a torrent of anti-American unrest in Egypt, Libya and dozens of other Muslim countries over the past two weeks.

The outbreak of violence coincided with an attack on U.S. diplomatic facilities in Benghazi that killed four Americans, including the U.S. ambassador to Libya.

U.S. and other foreign embassies were also stormed in various cities across the Middle East, Asia and Africa. For many Muslims, any depiction of the prophet is considered blasphemous.

Google has refused to remove the film from YouTube, despite pressure from the White House and others to take it down, though the company has blocked the trailer in Egypt, Libya and other Muslim countries.

COPYRIGHT ISSUE

Garcia's lawyer argued in court last week that her client, who is from Bakersfield, California, has suffered harm similar to a person whose privacy is violated by the unauthorized release of a sex tape.

But Google's attorneys said that the rights of an actor do not protect that person from how a film is perceived.

In her latest lawsuit filed in U.S. District Court in Santa Clara, California, Garcia says that Google is infringing on the copyright she holds to her performance in the film by distributing the video without her approval via YouTube.

Garcia's lawsuit identifies Nakoula Basseley Nakoula, 55, a Los Angeles-area Coptic man who has served time in federal prison for bank fraud, as the film's producer.

On Saturday, a Pakistani cleric offered a $100,000 reward to anyone who killed the film's maker. Garcia said in her lawsuit that an Egyptian cleric had issued a fatwa, or religious edict, against anyone who served as a director, producer or actor in the video.

According to Garcia, Nakoula operated under the assumed name of Sam Bacile, misleading her and other actors into appearing in a film they believed was an adventure drama called "Desert Warrior."

After the fact, however, she learned that some of her lines spoken in the production had been dubbed over.

The alteration made it look like Garcia "voluntarily performed in a hateful, anti-Islamic production," the lawsuit says, adding that she has "been subjected to credible death threats and is in fear for her life and the life and safety of anyone associated with her."

Nakoula has been in hiding for much of the past two weeks after being questioned by federal authorities looking into whether he may have violated terms of his probation in the making or promotion of the video.

Witnesses recall hurdles to get Pennsylvania voter ID

HARRISBURG, Pennsylvania (Reuters) - A dozen witnesses testified on Thursday about the hours-long waits, multiple trips and misinformation they experienced in getting the voter ID cards required under a Pennsylvania law that a judge will soon decide whether to block.

On the second day of hearings called by Commonwealth Court Judge Robert Simpson, a parade of witnesses, including one in a wheelchair and another who walks with a cane, spoke about the hurdles they faced to get the cards before the November 6 presidential election.

Simpson set a deadline of Friday for lawyers to submit documents, including their suggestions on what kind of injunction to issue should he find voters have less than "liberal access" to the IDs required under the battleground state's new law.

Simpson is expected to rule ahead of the October 2 deadline set by the Pennsylvania Supreme Court when it ordered him to reconsider the law he upheld in August.

National attention has been focused on the court fight over the law that was passed by the Republican-led legislature in March without a single Democratic vote. It requires voters to show a state driver's license, government employee ID or a state non-driver ID card.

Supporters say the law is aimed at ensuring that only those legally eligible to vote cast ballots. Critics say it is designed to keep minority voters, who typically vote Democratic, away from the polls.

The state of Pennsylvania has acknowledged that there has never been a single case of in-person voter fraud, according to court testimony.

In court on Thursday, Doris Clark, 68, who uses a cane and doesn't drive, testified about her confusing and frustrating quest for ID. She recalled hours-long waits and government mistakes that forced her to make three trips to PennDOT, the state agency that issues the IDs, and two trips to the U.S. Social Security Administration, one source of the necessary documents to secure the ID.

On her third visit a PennDOT worker turned her down because her maiden name is on her birth certificate but her married name is on her Social Security documents.

"I'm handicapped. I've done all that I can do and I can't vote," she testified about her reaction to the rejection.

Eventually, she got her card.

Other voters, including one in a wheelchair, said they too overcame enormous challenges to get their voter ID cards.

Alicia Hickok, an attorney representing the commonwealth, said in her closing argument that she understands people are frustrated with the new voter ID system, but that is not reason to do away with it.

"Frustration is part of everyday life," she said.

"This is not about people who can't get IDs, this is about people who are resentful about having to get IDs," she said.

Frustration and resentment was evident on Thursday across the state at a Philadelphia PennDOT office that was packed with about 200 people seeking voter ID cards, most of them African American.

"It's discriminatory," said Antwoine McCoy, 34, who is on disability and was running out of patience after waiting more than an hour. "I have to get a new ID or they won't let me vote."

Raquel McCall, 43, stopped by to get ID on a break from her college financial counseling job but, seeing the slow progress inside the crowded office, turned around after 15 minutes and left empty-handed.

"I never saw anything like it," she said, noting she'd likely have to try again at another time.

It's a day adults and children can be excited about-- September 27 is National Chocolate Milk Day!

The decadent drink was invented by Sir Hans Sloane in 1687. Sloane, a doctor, praised the "health giving" qualities of chocolate milk.

Well, we all know that chocolate milk isn?t exactly diet food, but it can be healthier!

Try my recipe:

• 1 glass unsweetened almond milk
• 2 tbs. cocoa powder
• 2 tbs. honey

Stir cocoa and honey together. I usually make this in a larger batch and place in a plastic bottle similar to a store-bought chocolate syrup container. You can reuse an empty store-bought bottle as well.

Pour this mixture into milk, stir vigorously and voila! Deliciousness!

Almond milk has less sugar, fat and calories than cow?s milk, with more calcium and protein. The nutty flavor also just tastes great.

Chocolate milk can be also be made by adding a sweetened chocolate syrup in milk.

Japan Passes Jail-for-Downloaders Anti-Piracy Law

Japan?s legislature has approved a bill revising the nation?s copyright law to add criminal penalties for downloading copyrighted material or backing up content from a DVD. The penalties will come into effect in October.

The Upper House of the Japanese Diet approved the bill by a vote of 221-12, less than a week after the measure cleared the lower house with almost no opposition. Violators risk up to two years in prison or fines up to two million yen (about $25,000).

Opponents of the bill worry it will lead to unnecessary prosecutions because of the way it is written. To face charges, a person must be aware that the material is illegal to download.

?We shouldn?t risk making the general public ? including youths ? the subject of criminal investigations,? said Upper House member Yuko Mori, as quoted in the Japan Times.

Japanese attorney Toshimitsu Dan told IT Media that even watching a YouTube video could be grounds for arrest ?if the viewer is aware that downloading [such material] is illegal.?

Unauthorized uploading and downloading of copyrighted material such as music, movies and video games have been illegal in Japan for years, but until now only uploaders were subject to criminal penalties: up to 10 years in prison or fines as much as 10 million yen ($125,000), according to the Times.

Caltech-led scientists find that competition between 2 brain regions influences the ability to make healthy choices

PASADENA, Calif.Almost everyone knows the feeling: you see a delicious piece of chocolate cake on the table, but as you grab your fork, you think twice. The cake is too fattening and unhealthy, you tell yourself. Maybe you should skip dessert.

But the cake still beckons.

In order to make the healthy choice, we often have to engage in this kind of internal struggle. Now, scientists at the California Institute of Technology (Caltech) have identified the neural processes at work during such self-regulationand what determines whether you eat the cake.

"We seem to have independent systems capable of guiding our decisions, and in situations like this one, these systems may compete for control of what we do," says Cendri Hutcherson, a Caltech postdoctoral scholar who is the lead author on a new paper about these competing brain systems, which will be published in the September 26 issue of The Journal of Neuroscience.

"In many cases, these systems guide behavior in the same direction, so there's no conflict between them," she adds. "But in other cases, like the all-too-common inner fight to resist the temptation of eating the chocolate cake, they can guide behavior toward different outcomes. Furthermore, the outcome of the decision seems to depend on which of the two systems takes control of behavior."

A large body of evidence shows that people make decisions by assigning different values to the various options, says Antonio Rangel, a professor of economics and neuroscience and the senior author of the paper. To make their decisions, people select the choice with the highest value. "An important and controversial open questionwhich this study was designed to addressis whether there is a single value signal in the brain, or if there are instead multiple value signals with different properties that compete for the control of behavior."

According to the single-value hypothesis, Rangel explains, the ability to say no to the chocolate cake depends on just one system that compares values like healthiness and taste. But the multiple-value hypothesis suggests that there are different systems that process different values. The ability to turn down the cake therefore depends on whether the brain can activate the appropriate systemthe one that evaluates healthiness. If you do not want the cake, it means you place a higher value on health than on taste and your brain acts accordingly.

In the study, the researchers asked 26 volunteers to refrain from eating for four hours prior to being tested. During the experiment, a functional magnetic resonance imaging (fMRI) machine was used to measure the brain activity of the hungry participants while they decided how much they were willing to pay for different snacks, which were shown on a computer screen. The items, including foods like chips and vegetables, varied in taste and healthiness. The subjects were explicitly asked to make their choices in one of three conditions: while attempting to suppress their desire to eat the food, while attempting to increase their desire to eat the food, or while acting normally. The volunteers could do whatever they wanted to control themselvesfor example, focusing on the taste (say, to increase their desire to eat something delicious but unhealthy) or the healthiness of the item (to reduce that urge).

After a four-second period, the participants placed real bids for the right to buy the items that reflected the value they placed on the food.

The researchers found that activity in two different brain areas correlated with how much the participants said they wanted an item, as indicated by their bids. The two regions were the dorsolateral prefrontal cortex (dlPFC), which sits behind the temples, and the ventromedial prefrontal cortex (vmPFC), which is in the middle of the forehead just above the eyes.

Significantly, the two areas played very different roles in the self-regulation process. When volunteers told themselves not to want the food, the dlPFC seemed to take control; there was a stronger correlation between the signals in this area and behavior, while the signals in the vmPFC appeared to have no influence on behavior. When the volunteers encouraged themselves to want the food, however, the role of each brain region flipped. The vmPFC took control while the signals in the dlPFC appeared to have no effect.

The researchers also found that the brain's ability to switch control between these two areas was not instantaneous. It took a couple of seconds before the brain was able to fully ignore the conflicting region. For example, when a volunteer tried to suppress a craving, the vmPFC initially appeared to drive behavior. Only after a couple of secondswhile the participant tried to rein in his or her appetitedid the correlation between bids and vmPFC activity disappear and the dlPFC seem to take over.

"This research suggests a reason why it feels so difficult to control your behavior," Hutcherson says. "You've got these really fast signals that say, go for the tempting food. But only after you start to go for it are you able to catch yourself and say, no, I don't want this."

Previous work in Rangel's lab showed that when dieters made similar food choices, their decisions were controlled only by the vmPFC. The researchers speculate that because dieters are more accustomed to self-control, their brains do not show the neural struggle seen in the new study. If that is the case, then it may be possible that people can improve their self-control with more practice.
